ChatCompletionClient backed by an OpenAI-compatible /chat/completions endpoint, configured via ManualParameterProvider. Tool calls are executed locally and their results sent back to the LLM, for at most MAX_TOOL_ROUNDS rounds; then the LLM must answer.
