extends Enum<CommunicationType>

CommunicationType defines the type of communication to use, which controls evaluation of targets, recipients and options to take into effect. Validation and evaluation of CommunicationTargets are based on this CommunicationType.. Other CommunicationTypes may be added later like Phone, SMS etc.
